Simpler Recycling: A New Era in Commercial Waste

The Simpler Recycling reforms, introduced by the UK Government, are changing how businesses, schools, and local authorities manage waste. The aim is to make recycling consistent, transparent, and easier across England, ensuring that what goes in your bin truly gets recycled.

Simpler Recycling Background

Over the past two decades, England has seen fragmentary recycling rules, varying by local authority creating what’s commonly called a “postcode lottery.” Some councils allow glass in domestic bins; others don’t. Some accept particular plastics, others reject them. This patchwork approach led to:

  • Low clarity: Many businesses and households uncertain what is “recyclable” locally
  • High contamination: Mixed waste from incorrect segregation reducing recycling yield
  • Stagnating recycling rates: Household recycling in England has flatlined at 44–45% since 2015
  • Inefficient infrastructure: Difficulty investing in recycling plants because feedstock and market certainty varied

Defra launched Simpler Recycling to address these challenges, to standardise what is collected, reduce confusion, and help the UK get more from its waste streams to align with the government’s ambition to recycle 65 % of municipal waste by 2035.

 

What is Simpler Recycling?

Simpler Recycling (also known as Consistency in Recycling) is a government initiative designed to standardise recycling collections across households and businesses in England. It means all organisations will need to separate specific recyclable materials from general waste.

  • Make recycling consistent across every local authority and business.
  • Reduce contamination and improve recycling rates.
  • Ensure more materials are processed into new, high-quality products.
  • Help businesses meet sustainability targets and avoid penalties for non-compliance.

What Materials Will Need To Be Recycled?

Under the Simpler Recycling system, businesses must separate and recycle the following core waste streams:

🧃 Paper and card

🥫 Metal packaging

🧴 Plastic packaging

🍎 Food waste (regardless of volume)

🧃 Glass packaging:

🌿 Garden waste (if applicable – not required unless it is routinely generated as part of operations and recycling/composting it is environmentally preferable)

The regulations cover non-household (commercial / institutional) premises – E.G:

October 2025: All local authorities and households must collect the same set of recyclable materials.

March 2026: All businesses, schools, and hospitals must comply, separating recyclables in line with the new rules.
